Rooftop is interested in installing a rooftop solar scheme which will benefit its residents and the environment through production of renewable electricity. Rooftop has homes in the south west of england and the west midlands. The potential installation is to around 2 000 homes out of a total of 12 000 homes which are owned by rooftop.

Rooftop has identified a supplier which is able to pay for all the costs of installation and potentially make payment of a roof access licence (although this payment is not guaranteed). The supplier is also able to provide the electricity generated by the panels free of charge to any of Rooftop’s Residents where a panel is installed.
Rooftop considers that the identified supplier is the only one in the market which is able to meet Rooftop’s requirements regarding free electricity and the roof access licence. This means that competition is absent for technical reasons.
