Description of the procurement
Hias IKS and the owner municipalities of Hamar, Ringsaker, Løten, and Stange, need to come into contact with relevant suppliers who can deliver innovative and secure, quality goods and services to all or parts of our IoT ecosystem across suppliers and technologies in order to cover the current and future need for remote reading of data from water meters. (See generic draft of IoT ecosystem in Annex 1.)

The working group wants the announcement to be answered only in writing, limited to a maximum of five A4 pages, in addition to answering the requirement tables in Annex 2.

The response must describe the supplier~s fulfillment of requirements for all or parts of our IoT ecosystem in accordance with the requirement tables in Annex 2.

Based on the degree of fulfillment of our requirements in the responses, as well as the project group~s discretionary assessment, we will rank all of the suppliers and contact a minimum of three, maximum of ten most relevant actors in each area for further dialogue meetings on Teams.

Submitted documentation will not be returned, but will be handled confidentially. Information about which suppliers we have had dialogue with can be made public.

II.1.4)Short description:

All of the municipalities at Hedemarken have analog water meters in operation (35 000 units in total), but need to simplify the reading of water meter data and collect ongoing information about the water use at the subscribers. This will provide valuable information for the operation and management of the water supply, improve municipal services, and multiple advantages for the residents.

A working group has been established, consisting of representatives from Hias IKS and the owner municipalities of Hamar, Ringsaker, Løten, and Stange, that have received the task of finding a suitable method for remote reading of water meters for the municipalities at Hedmarken.

The working group has been working on this since autumn 2019 and has among other things, carried out a separate pilot in Ringsaker Municipality to test data flow from water meters to screens in 2020. We now need to come into contact with relevant suppliers in the market who can deliver goods and services to all or part of our IoT ecosystem (see a generic sketch of IoT ecosystem in Annex 1).
